GUIDANCE SERVICES – 14-19 NEET CO-ORDINATED RESPONSE MANAGER YORK AND NORTH YORKSHIRE
EUROPEAN SOCIAL FUND - INVITATION TO TENDER
A key priority for the Learning & Skills Council (LSC) is to reduce the number of young people aged 14-19 who are Not in Employment, Education or Training (NEET). As part of its strategy for tackling NEET the LSC has contracted with Guidance Services to act as a NEET Co-ordinated Response Manager across the two Local Authority areas of York and North Yorkshire. The role of the NEET Co-ordinated Response Manager is to ensure that a coherent delivery network is in place that meets the needs of young people aged 16-19 who are NEET or young people aged 14-16 who are most at risk of disengagement by commissioning the delivery of innovative and effective methods of engaging young people in a range of activities that support their continued participation in employment, education or training.
Utilising the European Social Fund, Guidance Services now seek to commission activities that engage the following priority groups:
Priority 1
Young People aged 14-16 who are at risk of becoming disengaged or who have become disengaged from learning.
Priority 2
Young People aged 16-19 who are currently not in employment, education or training.
The total number of young people to be supported through the European Social Funding is 300 and delivery of services is expected to commence in October 2008.
We particularly seek collaborative, partnership based bids and bids from organisations who have acknowledged expertise in engaging with vulnerable groups – for example young people with mental health issues, young offenders, learners with learning difficulties and or disabilities, learners with caring responsibilities, teenage parents and learners from socially excluded groups.
